Key Accountabilities

  • Responsible for the successful technical design, and delivery of assigned major and minor works to programme and within allocated budget
  • Line management, and development of the graduate and junior teams
  • Management and responsibility of the Mechanical Design Services within the Estates Team
  • Management of externally appointed professional teams and contractors.

Corporate Responsibilities

  • Ensuring that the right resources are in place to support STFC project delivery
  • Ensuring STFC safety, sustainability, environmental and governance policies are incorporated in the delivery of Projects and Programmes.

Role Responsibilities

  • Preparation of mechanical design calculations and scheme designs, estimates, specifications and tender documentation
  • Preparation of consultant briefs, management of tendering procedures and contractor appointment
  • Project Management of various projects incorporating all building disciplines, electrical services, power and distribution
  • Line Management of graduate and junior engineers, ensuring that they are supported and developed in line with the STFC graduate programme, estates succession and business plan
  • Undertake or manage system commissioning ensuring ‘fit for purpose’ facilities
  • Liaison with internal customers, statutory undertakers and utility supply companies
  • Maintain close co-ordination with other disciplines and specialists within the Estates Team
  • Co-ordination with in-house mechanical engineering staff and contract management of mechanical contractors
  • Be responsible for the design and coordination of projects endeavoring to achieve delivery of high quality end products to programme and within budget and in accordance with relevant legislation and RAL governance
  • Contribute to the development, review, and management of the Estates MEP specification with the objective to select the right materials, suppliers, standards and best practice across the estate
  • Provide professional advice, support and guidance within the Estates team
  • Provide professional input/support with the development of Maintenance Term Service Contracts, standards, equipment etc
  • Manage the Projects, pro-actively monitoring, inspection and supporting the performance of consultants and contractors, acting to positively develop solutions where problems and challenges arise
  • Undertake full contract management (JCT, NEC3/4 etc), and cost management governance, as appropriate for project complexity
  • Monitor compliance of projects with RAL process and governance requirements ensuring full and pro-active compliance
  • Report progress on projects via suitable media to stake holders and senior line management
  • Maintain and update project reporting, checkpoints and financial reporting to a high standard
  • Support the preparation of the project business cases, including costs estimates, programme and feasibility
  • Take responsibility for the management of the project including design and specification development, procurement, programme, construction, gateway approvals, risk and financial status. For smaller projects, directly undertake the design and specification
  • Work with the RAL Safety, Health and Environment (SHE Group) to ensure compliance with all relevant Health & Safety legislation, undertaking project audits on a regular basis ensuring policies and procedures relating to Health & Safety in the workplace are adhered to at all times
  • Compliance with CDM 15, BIM, BREEAM, Benchmarking, Key Performance Indicator evaluation,etc
  • Act as Principle Designer where appropriate.

Essential

  • A formal qualification in mechanical engineering or building services, or equivalent experience
  • An HNC-HND in the appropriate discipline combined with significant experience in mechanical services and building services design and project management
  • Membership of the IMECHE, or CIBSE and either CEng or I Eng
  • Experience in leading a team of engineers
  • Extensive experience within a lead role of managing a large and complex project portfolio
  • Experience in leading with the delivery of a range of technical projects from relatively simple projects to complex refurbishment and new build projects
  • Demonstrable knowledge and experience of and dealing with current construction legislation, including planning, construction and contract law, health and safety and disability legislation
  • Able to perform effectively within tight time-scales, keep within strict budgets and create a positive client environment
  • Ability to act as client’s agent, formulate a brief, design and coordinate work pro-actively, safely and independently
  • Excellent written skills and experience of preparation of committee papers, reports and guidance
  • A working knowledge of AUTOCAD
  • To co-ordinate simultaneously, via a framework of contractors and consultants, a number of high priority projects, at various project stages. This will require excellent co-ordination skills and good communications.

Desirable

  • Evidence of formal project management training.

  • A working knowledge of AUTOCAD

  • Experience in Infrastructure design and management
  • Experience in scientific research building development
  • Client side Technical Construction projects
  • Detail knowledge of AUTOCAD, ReVit, BIM, CAFM.
