Background

The Science and Technology Facilities Council (STFC) owns and operates a complex science Estate which is home to some of the UK’s large science facilities.

The Role

STFC are seeking to appoint a Head of Estates Capital Development. This role is key to achieving our strategic ambition of a first class Estate, and will be an influential role in the Estates leadership team, with specific responsibility for STFC’s complex and ambitious capital development plans. The post holder will develop a vision for the potential of the STFC Estate and have the opportunity to influence key choices and priorities. The post holder will be instrumental in designing and agreeing both long-term masterplans and a 10 year delivery plan including preparation of a compelling business case for investment. The post holder will align our ensure infrastructure to the Estate ambition, and demonstrate a strong commitment to a sustainable Estate and its environmental impacts.

This is an exciting opportunity to support the future of the UK’s physical science capability, overseeing a number of vital strategic projects.

Candidates will need to demonstrate substantial Estates, property and change management experience, with a track record of success. A range of first class skills is required including the ability to translate a vision into clear priorities and deliverables, excellent leadership and influencing skills, problem solving, communication and decision making abilities as well as firm knowledge of the built environment.  

Purpose and duties

Within this role, you are a senior leader across the STFC Estate, reporting to the Head of Estates and Facilities Management. You will lead on the further development and implementation of the Estates Strategy (currently at drafting stage) ensuring development is forward thinking with science delivery at its heart. You will be instrumental in shaping and delivering the Environmental Sustainability strategy where initiatives are Estates led. You will lead on the creation of STFC masterplans and development strategy, ensuring alignment with respective strategic business cases and also lead on relevant commercial strategies with to achieve associated approvals within government departments. You will manage the Capital delivery team, (current construction £250m +) ensuring high performance and efficient delivery, with clear governance and assurance.

Further Duties include:

  • Actively lead to ensure a ‘best in class’ approach to Environmental Sustainability across the development programme.
  • Be responsible for implementing the organisational programme and/or project management framework and suitable Audit/Gateway review dates are planned, agreed and communicated to stakeholders.
  • Establish a culture of continuous improvement.
  • Create a clear resource strategy to manage the ‘peaks’ and ‘troughs’ of capital development, nationally.     
  • Lead the fostering of a ‘one team’ approach and culture amongst the delivery team and wider Estates Services team.
  • Provide leadership to the Capital Development delivery team, focusing upon developing a high quality delivery capability within the organisation.
  • Lead business improvement opportunities by the production of feasibility studies and option appraisals ensuring stakeholders are fully consulted on requirements and performance outcomes.  Preparing appropriate business cases and Executive Board/Council papers to aid fact based decision making.

In addition to the direct role and responsibilities you will also have further corporate and department responsibilities. These will include:

  • Align and prioritise Estates and Facilities Management strategy implementation with STFC’s corporate vision, values, strategy, and culture and business plan.
  • Demonstrate and model personal commitment to STFC’s vision, values and strategic objectives.
  • Maintain an active network, represent and champion STFC on external groups and chair or contribute to internal STFC Groups as required.
  • Work in close collaboration and maintain highly productive relationships with key staff including National Laboratory Directors and stakeholders, acting as trusted expert advisor for job-related matters.
  • Champion and lead change, to enable implementation of Estates Services vision and transformation agenda. 
  • Continuously improve infrastructure standards, service and use of technology by regular benchmarking, implementation of best practice and proactive management of customer focused SLA’s and KPI’s.

Champion and integrate equality and diversity principles.  

On behalf of STFC lead and be accountable for strategic negotiations and relationship management with the project stakeholder community at senior levels including:

  • Key stakeholders inside STFC, including National Lab Operations Board and Executive Board
  • UKRI
  • CCS/UKSBS /Southern Construction Framework managers
  • Cabinet Office
  • BEIS commercial board
  • Campus Joint Ventures.

Criteria will be assessed through shortlisting (S), at Interview (I) or both (S&I)

Essential:

  • An exceptional leader, with demonstrable experience of delivering ambitious programmes (S&I)
  • A proven track record in a Senior Estate Development Leadership role (S&I)
  • Experience of delivering Estate Development strategies and programmes to support an organisations strategy (I)
  • Proven leadership and management skills, with the ability to lead and inspire team members and stakeholders, whilst effectively managing resources across a complex portfolio (S&I)
  • Demonstrable experience of successfully leading high value (£multi-M) complex construction project programmes to time, cost and quality (I)
  • Expert knowledge and experience of leading the design and development of £multi-million new build projects preferably on scientific facilities, including a detailed knowledge of the different forms of construction, the pros and cons associated with their use and how these perform in use (I)
  • Experience of working with central and local government and other statutory authorities to gain approvals such as Town Planning, Building Control, Home Office, HSE etc. (S&I)
  • Politically and commercially astute, operating at board level (I)
  • Degree qualification (or equivalent), together with Chartered status in a construction related professional discipline RICS/RIBA/CEng or IOB (S)
  • A very strong focus on prioritising the customer and excellent ability to gain their trust and support (I)
  • A change champion with effective change management experience (I)

Desirable:

  • Client-side leadership (I)
  • Experience of large-scale central government construction programmes within a fast-paced, high profile environment (S&I)
  • Understanding of the regulatory frameworks that exist for scientific establishments. (I)
