Key Accountabilities and responsibilities of the Facilities Operations Manager:

Reporting to the Head of Estates & FM (North), the Facilities Operations Manager (FOM) role is a tactical role and a core member of the Estates Services management team at Daresbury Laboratory. Through an established line management and supervisory structure you will have overall responsibility for the following soft FM services at Daresbury Laboratory:

  • Estates Helpdesk (in-house)
  • Security (in-house)
  • Catering (outsourced)
  • Logistics (in-house)
  • Cleaning and waste management (outsourced)
  • Business Support (in-house).

Your in-house team consists of approximately 30 staff, supported by external contractors providing catering and cleaning services. You will be responsible for circa £1.3m of resource/revenue/OPEX budget per annum, with a typical annual capital/CAPEX allocation of up to £500k. Key stakeholders and contacts will include STFC staff at all levels, visiting students, Joint Venture (Sci-Tech Daresbury) partners, commercial tenants, external agencies and members of the public.

In addition to your day-to-day leadership responsibilities, you will:

  • Act as the primary communication and tactical management link between the strategic Head of Estates & FM (North) role and the directly reporting operational service managers
  • Oversee the day-to-day operational management of in-house and outsourced resources providing the soft services at DL via the established management and supervisory structure.
  • Lead the development of policies, plans, processes and procedures relating to soft services at DL to maintain alignment with the emerging STFC Estate Strategy, whilst also ensuring compliance, value for money and consistency of quality.
  • Ensure that the existing service contracts and external resources are actively managed and developed by the established line management structure (service managers) – ensuring that quality, risk and cost are effectively monitored, controlled and
    reported and audited
  • Actively network and benchmark beyond STFC to identify and progress opportunities for innovation and investment to improve the quality of the services, the management of risk, and the achievement of value for money – developing business cases to secure funding as required
  • Actively engage stakeholders – identifying their current and future needs, assessing current resource capability, and translating into formal agreements including service specifications and SLA’s for soft services
  • Develop and implement formal mechanisms to solicit and utilize stakeholder feedback to improve the quality of service, the control of cost, and the management of risk
  • Review and analyse information and data provided by your direct reports, and edit and format for inclusion in scheduled and ad-hoc management reports – focusing on accuracy, timeliness and relevance
  • Be accountable for the operational OPEX budget(s) relating to soft services – ensuring that your directly-reporting operational service managers effectively manage the budget on a day-to-day basis and provide timely and accurate year-end forecasts and risk analysis for use at a strategic level
  • Lead on the development of business cases and service/product specifications to prioritise and secure additional CAPEX or OPEX funding to improve the stakeholder experience, reduce resource operating costs, and reduce risk
  • Lead the procurement process for new contracts, products and services, relating to soft services – supported by the designated operational service managers, external advisors, STFC Procurement and UKSBS as required
  • Actively review and monitor the training and development requirements within the soft services teams – creating greater opportunities, and promoting continual professional development and professional accreditation where appropriate
  • Identify projects, processes and systems to further embed environmental sustainability and carbon reduction within all activities and operations relating to soft services
  • Oversee and make a positive contribution to the completion of operational risk assessments and standard operating procedures (SOP) by your directly-reporting operational service managers – ensuring the engagement of those staff performing the tasks
  • Contribute to the development and maintenance of the DL Estates Services Risk Register
  • Plan for business continuity, including the structured development of those reporting directly to you, ensuring that they are capable of deputizing in your absence, and that they are able to maximize their career opportunities
  • Deputise for the Head of Estates & FM and Estates Operations Manager in their absence – including chairing and attending committees and meetings as required
  • Promote engagement with the Computer Aided Facilities Management (CAFM) system within Estates Services to improve the stakeholder experience, and to maximize the value of management information and data for service efficiency and improvement
  • Actively role model agreed positive values, attitude and behaviour to help embed and further develop a positive customer-centric culture within DL Estates Services
  • Proactively seek to maximise the engagement and satisfaction of core stakeholders including staff, tenants and partners through established and new communication mechanisms
  • Actively contribute to the further development of a 21st century, professional Estates Services function at STFC.

Initial Shortlisting Criteria (S):

General:

Essential Qualifications (to be appointed at Band F):

  • First degree (or Ofqual equivalent) in facilities management
  • Full membership of the IWFM or other relevant professional body;

Essential Qualifications (to be appointed at Band E):

  • HNC/D (or Ofqual equivalent) in facilities management
  • NEBOSH General Certificate
  • ILM or CMI accredited leadership and management qualification
  • Contract management or procurement qualification e.g. CIPS.

Experience/evidence (to be appointed at Band F):

  • Directly developing and implementing a soft services delivery strategy that is aligned to the core business strategy
  • Developing and implementing commercially-focussed strategies and plans that respond to customer need, maximize income, minimize expenditure and effectively manage risk
  • Embedding and exploiting technology and innovation within the structure, processes and procedures relating to soft services.

Experience/evidence (to be appointed at Band E):

  • Directly managing the delivery and continuous development of multiple soft services within a large complex organisation
  • Leading the development and implementation of policies, systems, processes and procedures to ensure the consistent delivery of a timely and quality service
  • Implementing H&S management systems to monitor and ensure full compliance with statutory legislation
  • Developing and managing operating budgets to ensure financial compliance and the achievement of VFM
  • Developing specifications for the procurement and implementation of NEC service contracts
  • Proactively managing contracts and suppliers in accordance with formal SLA’s and KPI’s
  • Integrating soft services operational delivery with a customer-focussed helpdesk and/or CAFM system
  • Professional networking and external benchmarking to explore innovation, technology and best practice to influence service delivery and performance
  • Knowledge and understanding of environmental sustainability agenda within the context of the provision of soft services.

Interview Criteria (I):

Essential:

  • Experience of directly managing the delivery and continuous development of soft services within a large complex organisation
  • Experience of leading the development and implementation of policies, systems, processes and procedures to ensure the consistent achievement of a timely and quality service
  • Knowledge and experience of implementing H&S management systems to monitor and ensure full compliance with statutory legislation relevant to soft services
  • Experience of identifying and assessing the operational risks associated with delivering soft services, and the application of controls to mitigate any potential adverse impact
  • Knowledge and experience of developing and managing operating budgets (including variance reporting and forecasting) to ensure financial compliance and the achievement of VFM
  • Experience of developing business cases to secure unbudgeted capital or resource funding to improve service delivery, mitigate risk, and reduce cost
  • Experience of managing contracts and suppliers in accordance with formal SLA’s and KPI’s
  • Knowledge and experience of contract management using the NEC suite of contracts
  • Knowledge and understanding of government procurement rules and regulations e.g. Crown Commercial Services etc.
  • Able to collate, analyse and format information and data to produce management reports which are professional, timely and accurate
  • Experience of integrating soft services operational delivery with a customer-focussed helpdesk and/or CAFM system
  • Experience of embedding a customer-centric culture within a large team
  • Able to effectively manage and maximize the performance of in-house staff and external contractors in accordance within agreed standards and expectations
  • Commitment to continuous improvement – critically reviewing policies, processes and procedures in order to provide the best possible service to your customers
