UK Shared Business Services Ltd (UK SBS) is owned by the Department for Business, Energy and Industrial Strategy (BEIS) and UK Research and Innovation (UKRI). It is a government shared service provider with one of the widest ranges of service provision within the UK public sector. We have a team of nearly 600 people, operating from sites in Swindon, Billingham and Newport, providing administrative and professional services to six public sector partners across Finance, HR and Payroll, Information Technology (IT), and Procurement. We have a unique partnership relationship with our owners, who are also the major part of our client base, and whose employees are the end-users of our service.  We provide seamless support to our partners so that they can focus on their core mission.

To enable this UK SBS is undergoing significant changes in its own internal leadership, capacity, capability, culture and ways of working as we strive to deliver efficiencies and service quality improvement alongside an unprecedented increase in service volumes and the number and complexity of programmes and projects for us and our partners.

Purpose and Scope

Working closely with the Head of HR, UK SBS Executive team and other senior leaders, design, plan, co-ordinate and drive a step change in performance management, reward, employee relations and engagement alongside significant changes to management capability, ways of working and skills across the organisation; ensure HR policies and processes enhance UK SBS culture and employee value proposition.

Key Responsibilities


  • Work with the Head of Corporate HR in the design, and support the delivery of, the Corporate HR strategy and Strategic Workforce plan
  • Work, largely through a virtual team, to help break down silos in the delivery of organisational priorities
  • Proactively lead associated projects and initiatives including the employee relations and reward strategy in line with the strategic work force plan
  • Support the development of management and leadership capability across the organisation
  • Model the culture and behaviours required to bring to life UK SBS’s values
  • Provide team management, development and direction to the HR advisors.

Employee Relations and Engagement

  • Ensure HR polices and process are regularly reviewed, legislatively compliant, reflect best practice and are adapted to ensure they are fit for UK SBS
  • Together with the HR Advisors, support line managers to resolve challenging absence, performance and behavioural issues; provide advice that is risk aware not risk averse
  • Build and maintain strong working relations with Trade Union representatives
  • Work with senior leaders to ensure actions are identified and delivered to improve employee engagement scores and the reputation of UK SBS.

Performance Management and Reward

  • Ensure performance management supports achievement of UK SBS goals and the development of the individual
  • Develop and implement innovative reward structures appropriate to a budget constrained public sector body.

Management Information

  • Interpret and understand key management information, proactively identifying opportunities to mitigate risks and enhance UK SBS’s capacity and capability
  • Provide actionable HR MI that supports managers’ team leadership.


  • Work closely with the HRBP (Talent, Learning and Resourcing) to ensure a holistic approach to UK SBS’s employee value proposition, organisational culture and values, employee wellbeing and diversity and inclusion
  • Support project teams as required
  • Undertake other duties as required.

  • Successful delivery of HR support to challenging line managers with a focus on employee relations and reward; including complex case work
  • Design, delivery and effectiveness assessment of performance management and reward interventions
  • Understanding of key statutory employee relations requirements and ACAS best practice; HR policy development 
  • Working with managers to develop their capabilities.

You are likely to be a graduate and are committed to becoming a Chartered Member of the CIPD, having achieved a minimum of Level 5.
