The Strategy, Planning and Communications Directorate (SPC) is responsible for STFC’s overall strategy, communications and stakeholder relations and for managing and providing support for the Advisory Boards to Council. To operate effectively in a complex policy and funding environment, STFC must actively manage its relationship with external stakeholders.

The prime purpose of the post is to help implement STFC's programme of engagement with external stakeholders - people, groups or organisations impacted by, or affecting, STFC's activities and plans. To do this, gaining a thorough understanding of the policy environment in which STFC works and keeping the organisation abreast of important new developments will be central to the role.

Our Stakeholder Engagement team engages parliamentarians, policymakers and other stakeholders to enable them to join and inform debates about current issues, raising awareness of STFC, its research and facilities, and providing evidence and solutions to inform decision-making. It will also build STFC’s role and profile and its advocacy base to gain positive recognition for what we deliver among all stakeholder groups, including across Government.

You will help develop and deliver a programme of strategically-planned activity to raise external awareness of and interaction with STFC amongst key stakeholder groups, with a particular focus on policymakers in government and parliament.

With appropriate guidance and training, you will take on responsibility for specific projects, including contributing to, and coordinating, written submissions to consultation exercises and enquiries and helping organise functions and events in Parliament. You will support events run by other parts of STFC, or UKRI, by identifying relevant stakeholders and subsequently collating a briefing ahead of the event.

You will be supporting senior staff in their interactions with key stakeholders through meeting planning, minute taking and follow-up; planning and facilitating visits to STFC sites, and partner facilities in the UK and overseas, by policymakers and parliamentarians. You will also compile and publish a regular newsletter of external affairs activities for an internal audience.

You will be expected to work extensively across the multi-disciplinary STFC Strategy, Planning and Communications Directorate. There will be significant interaction with staff across the whole organisation, including STFC's senior management, as part of planning, organising and implementing stakeholder engagement activities.

Collaborative working with colleagues in the other Councils of UKRI will be required. You will be expected to attend conferences and events in Westminster, Whitehall and elsewhere. In due course, you will be expected to support senior staff in meetings with MPs, Ministers and other VIPs.

Shortlisting Criteria


  • A level Maths and English A-C, or equivalent. Good general computing skills and a good working knowledge of commonplace office IT packages
  • excellent organisational skills
  • excellent attention to detail
  • good oral, interpersonal and written communication
  • integrity and discretion in dealing with operationally sensitive information.


  • degree or other qualifications in a science, politics or public administration subject
  • interest in science, politics and/or scientific policy making
  • experience working in a higher education, research or policy environment
  • clean driving licence.

Interview Criteria


  • some out of hours working (e.g. if support is required at an event off-site) and ability to undertake some travelling within the UK, and potentially overseas).


  • self-reliance, confidence and self-motivation
  • knowledge of the processes of government and/or the role of UKRI within the UK science base.

UKRI supports research in areas that include animal health, agriculture and food security, and bioscience for health which includes research on animals, genetic modification and stem cell research. Whilst you may not have direct involvement in this type of research, you should consider whether this conflicts with your personal values or beliefs.
