About The Role

The Harwell EnergyTec Cluster builds on the long history of energy-related innovation on the site. It is focussed on topics such as battery technology, energy production, energy storage, energy conversion, energy efficiency and catalysis, exploiting the interdisciplinary strengths of the Harwell Campus and its networks. Harwell facilities such as Diamond, ISIS and the Catalysis hub at the Research Complex are used extensively for energy-related research and Harwell’s energy community and collaborations extend to over 30 universities. Harwell is also home to the new Faraday Institution headquarters, the UK’s independent centre for electrochemical energy storage science and technology, supporting research, training, and analysis.

The driving objective is to exploit Harwell’s unique combination of facilities and highly skilled people to boost growth and innovation in the energy field. We are creating an ever more vibrant ecosystem in which large and small companies can flourish and interact with brilliant academics and public sector researchers to exploit, and commercialise, advances in research and technology at the leading edge of science.

We now have an exceptional opportunity for a talented Business Development Manager within BID to ensure the continued growth and success of the Harwell EnergyTec Cluster at the Harwell Science and Innovation Campus.

This role will support new and potential investors into Oxfordshire primarily through the focus of the energy sector, while taking into account other relevant technology sectors that can contribute to an overall strategy. The post holder will work across cluster stakeholders to support the delivery of the UK and Local Industrial Strategy. The Manager will be required to target a number of high growth opportunities that fit with the strategic vision, and build partnerships that ultimately will lead to the growth and effectiveness of the EnergyTec Cluster.

Principal duties and responsibilities

  • lead the development of the EnergyTec Cluster at the Harwell Campus
  • build on the synergies between the multidisciplinary capabilities of Harwell to create a vibrant and growing Cluster population that encompasses the entirety of commercial value chain
  • working alongside OxLEP, DIT and partners to attract new investors into Harwell and the Oxfordshire wide energy sector, articulating an offer which is attractive to companies globally
  • lead cluster initiatives to exploit the cross-disciplinary activities inherent in the Harwell Campus and across Oxfordshire for the benefit of the EnergyTec community and others, by maintaining and communicating an overview of opportunities across Oxfordshire, the Campus and its various Clusters
  • develop links to other clusters around the UK; including Clusters at the SciTech Campus at Daresbury and the Higgs Innovation Centre at Edinburgh
  • build links with the broad range of multidisciplinary stakeholders locally to support the role of Oxfordshire in increasing the competitiveness of the UK in High Tech business as a whole, including working closely with OxLEP
  • work closely with the Harwell Campus Business Development Director, to manage the overall implementation of Campus strategic partnerships, programmes and events linked to EnergyTec activities on the Campus
  • work closely with the Head of Innovation and Inward Investment at OxLEP on energy-related science investment opportunity across the area including supporting relevant visits and events.

The position will report to the Harwell Campus Business Development Director at STFC.

The role will encompass the following aspects:

  • driving the definition and implementation of the EnergyTec Cluster development strategy and identifying critical success factors to attract key-players and accelerate the growth of the cluster by engaging in new opportunities
  • developing and maintaining metrics of EnergyTec Cluster performance and growth and supporting a robust evidence base for economic metrics around company numbers, investment and other agreed metrics across Oxfordshire
  • promoting the offer of the EnergyTec Cluster and sector locally, nationally and internationally
  • working with key partners to promote Harwell, and OxLEP to promote Oxfordshire, as a business location to Energy companies with the aim of attracting and retaining inward investment, particularly from high growth economies
  • articulating the EnergyTec Cluster, and the wider regional sector offer to businesses that are contemplating growing or investing via event attendance and managing the generation of leads from this, from inception through to delivery of an agreed development
  • managing enquiries from businesses, hosting Campus/sector visits and providing appropriate signposting and referral to local and national business support and sources of relevant knowledge, support, finance and other resources
  • leading the development of tenders and bid inputs and ensuring effective negotiations of commercial deals and delivery of successful outcomes
  • capturing standard data about the businesses engaged and maintaining EnergyTec Cluster entries into the management system and sharing learning about how best to support and broker business enquiries with the wider Campus team
  • running the EnergyTec Cluster Development Investment Group and coordinating with OxLEP on Oxfordshire wide inward investment projects
  • running the EnergyTec Connect two-monthly event in collaboration with the Harwell JV
  • support the partners in developing industry interactions
  • working closely with other parts of Business Development and Innovation department.

Qualifications, Knowledge and Experience

Essential criteria:

  • educated to degree level or above
  • demonstrated understanding of and work experience in the energy sector, services and applications
  • experience in the implementation of development strategies
  • experience in the implementation of collaborative programmes
  • experience of working across public and private sectors
  • excellent knowledge of the SME community
  • demonstrated experience in dealing with large Corporates in the sector
  • excellent knowledge of the investment landscape and mechanisms in the UK and internationally.

Desirable Criteria:

  • understanding of structure of government and key partner organisations
  • science background.
