The STFC Estates and Facilities Management department is responsible for the development of our three principal campuses; the Rutherford Appleton Laboratory (RAL) in Oxfordshire, the Daresbury Laboratory in Cheshire and The Royal Observatory, Edinburgh, as well as some other scientific sites and facilities.

About the Role

An exciting opportunity has become available for an Estates Programme Compliance Manager to join one of Europe’s largest multidisciplinary research organisations – the Science and Technology Facilities Council (STFC).

Reporting to the Regional Head of Estates and Facilities (RAL), this role will play a key role in assisting STFC’s Estates in the planning and delivery of projects including Capital and Revenue funded maintenance and construction projects, internal change and other departmental initiatives. 

You will provide effective and efficient planning of estates resources, producing relevant reports to aid department planning and to present Estates activities to the wider organisation.

List of Duties/Work Programme/Responsibilities

  • produce finance and schedule reports for estates senior management team, internal and external stakeholders, working with the in-house Project Managers
  • develop and maintain reporting and compliance around the STFC RAL Estates Programme delivery, using a CAFM and contract management software tools
  • review of technical documents and support other project management team members through peer review (i.e. of project plans and schedules). Providing advice and training on project management matters to junior members of staff
  • ensuring conflicts of resource are resolved through appropriate management of staff activities and scheduled projects
  • receive, interpret, collate and escalate project information to Senior Estates Management through formal and informal reporting
  • analyse and produce periodic management information reports on resource utilisation, project tracking and FM compliance activities
  • review estates resource management and project planning, look at ways in which it could be improved
  • interact with the STFC Helpdesk function to gather and issue timely Project Management Information to Stakeholders and Senior Estates Management
  • act as a point of contact for queries relating to the resource management tools, resource allocation, conflict resolution and development of solutions in support of business goals
  • work together with other project management staff and project team members to ensure consistent application of processes, learning and good practices, adhering to industry and STFC agreed processes
  • champion the estates service in a positive manner
  • deliver a high level of customer service.

Shortlisting Criteria


  • quality of cover letter
  • experience in resource management, planning and projects and portfolio enterprise management
  • experience in the management and delivery of Facilities Management and Construction activities
  • high level of competency in formal report writing and data interpretation/presentation
  • highly level of proficiency in MS Office applications including Microsoft Project and Excel
  • ability to use enterprise resource management tools (Project Online) to manage project, portfolio and resources data and information to support management and Senior Leadership Team decisions.


  • formal Facilities Management or Construction Management qualification
  • membership or accreditation of relevant industry body
  • supervisory experience.
